Only when they are attacking. Otherwise they are not attacking and cannot, at least at that moment, be considered good attackers.

I get the feeling that you are looking at the UU backwards. I did this too and I've read several others do it.

Guerilla isn't for defending on hills, it's for attacking other units on hills.

That's guerilla III. To get there you need two defensive promotions; guerilla I and guerilla II (though guerilla II gives a good speed boost).
