Did Warlords 1.0 fix the whipping bug?

I worry about diminishing returns and a point where they finally rebel. I have seen unhappiness of up to two citizens for 60 -odd years! The potential seems to be more than that, even. Somebody told me to do it all once or in close proximity to prevent extended effects, but I still don't get it and am not sure I want to. I prefer chops or universal suffrage at all possible, when the trees and gold are there.

If you are worried just follow the basic rule: whip several people and then wait for the unhappiness (which doesn't depend on how many are whipped) to go away, then repeat, if desired.
