Is the "heal" command bugged?

    Units do not automatically fortify. However, they do heal every turn they do not move, faster if stacked with a unit with heal 1 or next to a unit with heal 2. Note that unit's heal fastest in their own territory, more slowly in unclaimed or neutral territory, slowest in enemy territory. I do not know the formulae underlying all of this, so I am not sure how much the speed up of being "stacked with a heal unit" offsets the slow down of being in "enemy territory."

      Units do not automatically fortify.
      What version of game are you playing?

      Maybe it's bugged for you, but they normally (1.61) fortify as long as they don't move.
