I agree there is some degree of scale or success needed to gauge your strenght over another civ, but I really think it should be observational only? Through looking at units and perhaps something been discovered when capturing a city. For example I dont know why we can not gain a tech when capturing a city? the knowlege and buildings are they arnt they? And have we not learnt from opponents through war in the past? Perhaps an occasional tech discovery when a city is taken over or somehthing with some vague maps of their civ also found?
That would make sense right?

Satelites is a bit late, the game is mostly over by that time anyway. If it were to be revealed at a later time, I think it should come no later than during the medieval times, perhaps even earlier. But an idea could be to let it become more detailed and accurate as time goes by and your civ gets more advanced.Do not fear, for I am with you; Do not anxiously look about you, for I am your God.-Isaiah 41:10
