I agree. That was hard to grasp. It does explain a little bit to me, but I'm a little slow on the uptake at this time of day (for me).
I've never seen a flip when at war, or a barbarian flip. I assumed since you were always at war with the barbs, they wouldn't flip (since I had never seen a flip or revolt during a war).
One question though - if a civ changes its civic to free religion, and the city has the state religion of the "attacker", does that mean the attacker gets the religion bonus?
