I'm not refering to production bonuses like a forge or being industrious. I'm refering to the raw number of hammers awarded, which appears to be fixed for forests, but definitely not for population rushing, which yields between 30 and 90 hammers (marathon) not considering any production bonuses. Forests always yield a raw level of 90 hammers. I may have overlooked something, but it appears to be that way.

Well I certainly agree that the second stage in the calculation for pop-rushing (simply rounding up the number of hammers needed to next multiple of 30) does not apply to chopping.
