    AI Tokugawa is weak purely because just like his historical counterpart he runs an isolationist policy, so he falls behind all the other civs that do trade.

      Don't forget about the pop. At Monarch, you can't support so much population early, so slave-rushing fills in too. That's not to say hammers are ignored - I'll leave a wooded hill and chop flatlands, if possible.
      Huh? Why would you do that?

      I always chop wooded hills, because hill+mine is simply better then hill+forest, and even if you don't start out with mining tech you'll probably get it soon. Flatland woods are less clear; I often would rather have a grasslands forest then a grasslands cottage or a grasslands farm in the early game, depending on the situation and on what I'm trying to do.

        If you can chop a forest, then you'll have the mining tech already.
        Participating in my threads is mandatory. Those who do not do so will be forced, in their next game, to play a power directly between Catherine and Montezuma.

          Heh...that's right, I wasn't thinking.

          But yeah, i always chop hill forests first; either mines or windmills are just much better then forests.

            With Toku I'm going for the money and the minimum of workers so 3 hammers without work for the forrested hill is OK for me. Also, it's a good defensive spot early on for my warrior to defend against barb archers. Later it can be milled, or chopped.

            Two food for the cottage is needed as I'll backfill the food special techs.
