    I don't know about oil specifically, but I got iron, copper, and coal this way.

      If a city is founded on a resource you get the resource when you get the tech to build the improvement.

      For example, if you built a city on a stone resource you do not have access to the stone until you have researched masonry.

      In your example you discovered scientific method which revealed the oil. You cannot use the oil yet. Once you have researched combustion, (which allows the oil well), you will have oil.

          One of my favorite spots to found cities is Plains Elephants, which result in 2 hammers. The thing about elephants is camps are total rubbish, only +1 hammer and +1 commerce. That's what you lose by founding on the plains elephants. You can then build something OTHER than a rubbish camp on a normal plains tile, like a cottage, farm or workshop. Do the comparison and you'll find City on Elephant + standard plains is much superier to City on plains + elephant camp. I guess elephant camps on rivers are good for financial, but really, you're better off just founding on the silly things.

          Grassland Elephants are trickier, because you then lose out on 2 hammers and 1 commrece. But it's still pretty much better to have a late game cottage, farm or workshop. But eles go obsolete anyway so you can just pave over the camp with another improvement.

          I think the only other resource as bad as elephants is sugar, if you found on grassland sugars you get 3 food city. Plantation on sugar gives +1 food, +1 commerce. Again compare with a (biology) farm, workshop or cottage. Suffice to say they are good to build cities on.
          Grassland Rice is actually fairly bad too, since it's only +1 food with a farm. BUT that becomes +2 with irrigation. So founding on Rice is okay if it'll probably stay dry.
