    I'm pretty sure I saw a mod in the files/creation forum that would let you abandon or raze your own cities. I'm too lazy to search for it though.

      Well, it's clear. You want to get the best out of your land, maybe access to resources, and most of all not to pay upkeep for a city you don't really want.

        Well if a city is making money for you it is clearly an advantage to keep it.

        Remember Civ 4 is not like the previous games. You cannot move your population from a city to another by building settlers in one and sending them to the other and pushing <B> There is no way to hurry up city growth. Thus, razing a city of considerable size appears to be a really stupid thing to do.

            another thing I noticed is you can sell building improvements. that means on Scorched earth. it kind of a nuscience not being able to move pop cities or even sell improvments.

              You must get away from your Civ I / II mentality.

              BTW, city improvements now do not incur maintenance charges. So there is no point in selling any.

                Money? You can still rush stuff in Civ4, but you can't get a loan anywhere...

                    Have you never heard of public utilities being sold, going public etc...? Check if your local waterworks still belongs to your community.

                    Heck, that would even make sense as to it 'disappearing'. Because if a public entity was good before, it will suck as a private one afterwards, and strangely enough, even vice-versa sometimes.
