      The harbor already gives the +1 health for seafood. But I do miss the 2 point growth you got from longevity in civ3.

                (shrug) If you wanted to make spies more efficent, all you would have to do would be to lower the cost it takes to sabatage production. Everything else about them is fine; if it was practical to use them to sabatage enemy production, they'd be great, but it's not. I mean, why should it take as nearly as much money to blow up a nearly completed building as it takes to build it? It's always easier to break things then to make them.

                  I would favor extending a promotion system to spies. XP would be gained from successful missions.

                  Promotion ideas:

                  - stealth: 20% chance of getting away even if mission fails (no diplo hit + spy survives). I'd say have two such promos available (20/25) - this mirrors the flanking line for units.

                  - savvy: +15% chance of mission success. I'd give 2-3 in this line (15/20/25?).

                  - ? (can't think of name): -10% mission cost. 2-3 of these.

                  Stuff like that. That way, if you invest in spying (by using them), you can reap additional benifits.

                    That's a good idea. Spies would be more fun to use if they improved with experience. As it is they are kind of boring, although sometimes critical in a tight space race.

                      I reckon Firaxis has tried to eliminate any super units that can win the game for you, such as the geisha in Shogun: Total War.

                          Not sure what that Ninja unit can do, but the Geisha is the ultimate assassin, completely unstoppable, except by another Geisha. So, forget about military units, just beeline for the Geisha, then kill off the heads of other clans with them.

                            I won that scenario by building Ninjas, taking them to "allies'" capitals under Right of Passage, targeted their daimyos for assasination in their humoungous protective stacks, and game over for them.

                                I think spies should become available earlier, it's not like Ian Fleming invented the idea of espionage. Just take away the sabotage option, untill, hum, chemistry.

                                What would be a good starting tech? Monarchy?
