    Remember this: There are no hard & fast rules as to which (available) improvements to put on which terrain.

    You can go farm-heavy and use the surplus food to either work lots of mined hills. Production monster. It's not going to (directly) help balance the budget or research, though.

    Alternatively, create a lot of specialists (scientists, merchants, etc) to generate lots of Great Person points. That particular approach is strong if you're playing a Philosophical civ and/or you are running Representation (+3 beakers to all specialists).

    Or you can build a bunch of cottages and windmills and produce a ton of commerce. It will be weak on production, though.

    You will get a feel for it.

      Thanks for all the reponses. I got to play around a little last night for the first time in a few days (busy week) and thinks made more sense.

        OK, I have a question about the city screens.

        If you select, say, favour food in the city governor and you don't have "workers leave old improvements" selected in the options menu, will an auto worker rip down cottages and build farms on tiles which can support them? Or does the govenor only effect which tiles are worked by the city? (even I can do this better myself)

        I only ask as I soon loose patience micromanaging my workers.

          Those selections only affect what happens within the city screen, it won't have any influence on your Workers.
