Remember this: There are no hard & fast rules as to which (available) improvements to put on which terrain.
You can go farm-heavy and use the surplus food to either work lots of mined hills. Production monster. It's not going to (directly) help balance the budget or research, though.
Alternatively, create a lot of specialists (scientists, merchants, etc) to generate lots of Great Person points. That particular approach is strong if you're playing a Philosophical civ and/or you are running Representation (+3 beakers to all specialists).
Or you can build a bunch of cottages and windmills and produce a ton of commerce. It will be weak on production, though.
You will get a feel for it.
