Well, i fixed the problem, Finally!

I had to reinstall the game and come to find out a friend of mine sent me a map to try and turns out somehow this was screwing with the limits on things. Sometimes, i really worry about that. But, thanks for the help guys.

lets just say his computer was "lock for 6 hours". For that. Althrough i do enjoy a good map, his map came with this idea, "Desert + 1/3 water + lots of desert resources + Barbarians like the Old West = Insane". So i'll mostly likely not be looking to his next map.
