That would make it 4 pop points per settler. You'd need 8 population in a city to have 4 available for rushing. Not sure where UR's getting 9 from though, considering that you can get 10 production normally and then use 3 pop to rushbuild, thus only needing a size 6 city - this will only take 5 turns for a 2-prod city, which is less than the 7 or so turns needed to grow a seafood city twice.
I will now say the numbers 1 and 0, as I seem to have missed them.

That's what the game told me. If it were the other way around, with 9 pop points available and 4 points needed to build the settler, the button wouldn't have been greyed out.

It assigns a premium to the base price if you have 0 points currently built. Hurrying a 0/100 settler is more expensive than hurrying a 1/100 settler.

So it treats the 0/100 settler as a 0/270 settler or something. Great.

yeah that's what I figured. I never rush anything on the first turn (except in dire emergencies)

              hmm

I've always found that the growth in unhappiness is way to large for it to be worth it. By the time I'm at a point where it might be useful I've changed to another civic vassalage if I'm going for a domination or conquer victory.

In my current game, I've found it to be extremely useful. It helps a lot that Slavery now has no upkeep. My capital city has flood plains all around it, and obviously normally wouldn't be as productive as it could be, but by the time of the middle ages, when it has a population of maxing 22, pop rush is extremely useful to hurry buildings and wonders. The happiness penalties really isn't even a problem for me.

I wish there were a way to specificially get rid of just the unruly population.
