I want Churchill and Stalin! I want to see the rest of the Big Three.

I also put forth the idea of a Disliked Civic for leaders. Lincoln would dislike Slavery, Churchill would dislike Police State, etc.

          Biological weapons.

Optional economic civil wars. If city cluster has higher maintenance than income over a long period a new nation forms. Offset by an Austro-Hungary system (Forbidden Palace) and/or a commonwealth system (alliance/bonus trade routes).

All squeezed in in less than 250 characters.

religious victory is interesting. To introduce such a new idea and not make it a possible victory is a good point.

when culture was intriduced in civ 3, a corresponding VC was established.
While there might be a physics engine that applies to the jugs, I doubt that an entire engine was written specifically for the funbags. - Cyclotron - debating the pressing issue of boobies in games.

although, religious is more of a way to get a cultural victory. not sure how a religious victory could be differentiated.

                  Religious Victory:
You own all 7 Shrines to the major religions.
By spending a large, but possible, amount of gold - you start the plans for a Global Theocracy. In 20 turns, you will win - unless someone captures a holy city.
(20 on standard, 15 on quick, 30 on epic)

The problem with owning all 7 shrines is that essentially that is a domination victory that could be accomplished very very early on. You would have to add something to it, like your idea or something else, what I don't know.

I answered the questions honestly but I put in the bottom section that I would not under any circumstances purchase an expansion pack until Civ 4 itself worked satisfactorily. I have a brand new, much more than adequate system (based on their released specs) and the late game is barely playable due to lag.

Civs asked for: Viking, Austro-Hungarian, and Gondor.

Leaders asked for: Churchill, Ramesses II, King Arthur, Emperor Justinian

New Unit asked for: Paratrooper (Infantry w/ a Bomber's drop radius (alternatively this could be a Level II upgrade for Infantry and Marines))

New Rule asked for: Building camps to get resources not in anyone's cultural borders. I hate building cities in useless spots just to get incense or something up on the tundra/ arctic ice.

Common Sensei - Awesome idea on the "disliked civics." Makes a lot of sense.

Religious Victory: Build X cathedrals to your State religion (X depending on map size), build the Shrine, and force all other Civs (or all but one, maybe) to convert to your religion and declare you the Holy Emperor.

Is there any Civ whose favorite civic is Free Religion, because having that guy in the game would neuter this victory condition.

                          Elizabeth's favorite is Free Religion.

                            gondor?
I will never understand why some people on Apolyton find you so clever. You're predictable, mundane, and a google-whore and the most observant of us all know this. Your battles of "wits" rely on obscurity and whenever you fail to find something sufficiently obscure, like this, you just act like a 5 year old. Congratulations, molly.

I think my original suggestion for Global Theocracy/Cult is best, just take all the religions you have the holy cities (+shrines) for, count the cities that worship atleast one of those religions. If it's above a certain %age (75% maybe) you can pay the Big Pile of Gold to put the Global Theocracy in motion (think funding for propaganda, political bribes and stuff). The victory is aborted if enough holy cities are lost to lower the %age below threshold.

The best way for other leaders to thwart the victory in the first place would be running Theocracy and keeping your religion out. Just closing borders with the dominant religious force wouldn't be enough, because of gifted missionaries to 3rd parties.

The idea is your religious contacts are so pervasive (and persuasive) that they can undermine the legitimate leaderships of other civs. This could be by having the people answer to cult-leaders rather than state-leaders, by having a religious-contact "power behind the throne", etc ...

It wouldn't be just another "Brownnose" diplomatic victory, because it wouldn't matter what the other leaders think of you, as long as you get your missionaries in.

I'd say a religious victory should be something like this:
                                • All Civs should have either your state religion as religion or free religion
                                • You own the holy city of your state religion (and the specific building to it
                                • A % of cities should have your religion (not percent of population). Starting at 90% and goes down with 5% for each holy city you own (not including the state religion holy city)... owning all holy cities will require your state religion to be spread to 60% of all cities
                                • If some of the enemies don't switch to your religion, you can also win by spreading to all cities in the world
This space is empty... or is it?
