It all depends on the game, Zorkk. In some games I make a city dedicated to nothing but great people. For one of those games, 4 would be low. In other games, the situation doesn't allow me to dedicate one like that, and 4 might be average or above average depending on the wonders I've gotten and where they are. The most I've ever had, I wound up with great people taking over 3000 points to build the next one.
Age and treachery will defeat youth and skill every time.

It is also worth noting that some multipliers do work for super scientists also, so those 9 beakers do get bumped up also. I'm not sure wich buildings/civics effect it but i have seen a 20 beaker jump in my capitals before from 1 scientist. sometimes thats more than an acadamy in another city.

By the way i just played an occ with lots of greatpeople, in the end my cap was producing 1000 beakers (95 from specialist)!!! I settled everyone except for the first to make an academy. I have a screenshot on my house comp, i might post that tonight. =)

Yes im proud of myself. (occ with chinese, monarch difficulty. when i built the internet i got ZERO techs. grumble... I was out teching the ai!~)

The good thing about deciding which infrastructure improvement to do with the 2nd great scientist is that you only need to decide for the period between now until you get the 3rd great scientist when you can ponder on the same decision again . As such, whichever approach that gives you the most beakers right now will most likely be the approach that gives you the most beakers during this period.
In a normal game, unless you are unlucky and get all other kinds of GPs and not great scientists, you probably get a second scientist pretty early so your second-best city is probably not big enough to earn you enough beakers to match the beakers gained by adding a super specialist in the first city. If you have the Pyramid and the Represetation civic, then I bet that adding a SS in the first city will handily beat adding an acedemy in the second city. [The extra hammer is very nice too. It might very well decide whether you can grab the next wonder]
Also, since this is only a decision for a relatively short period, you can run a test to see which way is best. Just save your game, use the 2nd scientist as SS in the first city, reload the game, use the GS as an academy in the second city and then compare the beakers gained in the two approaches. In a normal game where you get the 2nd scientists fairly early then I bet the first approach win.
But if your second city has 4 food resources and 2 gold mines then all bets are off. In that case, maybe you should move your palace there and call it your first city .
A total of 4 GPs by 1500 sounds rather low but then I don't know for sure until I go home and check on some of the saved games.
