The answer is yes - if you build the internet and then two civs discover a tech, you get that tech. Again, this is how the relevant wonder has always worked.

The way to get the most out of this wonder in Civ 4 is to head straight for Fiber Optics, build it, and then head straight for Future Tech. Similarly, the way to get the most out of the Great Library in Civ 3 was to beeline for Military Tradition once you had it. (In Civ 2, the way to use it was to continually check what your rivals were researching, and then research something else. It was WAY overpowered in Civ 2.)
