          Because I never opened the World Builder since I have the game? Because I don't have time to play with stuff like the World Builder and faking screenies and I'm happy if I can play 2 or 3 hours of civ in the evening, risking to be a zombie next day at work?

          It's of course your choice. You can or cannot believe me, but this is a real screenshot.

            Ok, I was fortunate enough to find a save game. I won't post it here because it's useless, since I played it with a combination of mods I am using, so you wouldn't be able to load it (I think).

            Nevertheless, if someone is really curious to have it for whatever reason, I can send it to him.

                If a Civ has crappy resources in its starting area, the AI will add some.
                I had 4 clams for Berlin on a tiny Islands game,
                so 5 Seafood Resources isn't out of the question for Catherine, seeing as she doesn't have any resources to the south of her city.

                    Odd that a size 21 capital would not have all of its tiles worked let alone have any tile improvements except for the fishing boats. And what's up with the small cultural radius?
                    What exactly is in your mod that you're running? Can the AI properly improve its city in the mod?
                    .......shhhhhh......I'm lurking.......proud to have been stuck at settler for six years.......

                      I think this is legit. This is fairly early in the game. A city with five fishing squares can easily explode to size 30 quickly. I haven't seen a 5-fish city yet, but I've seen 4's and lots of 3's. There's no need for further improvements on the squares, although I'd personally chop a few of the forests. It would be interesting to see the rest of the map.

                        Why is it not working 21 tiles?

                        most likely because It is using lots of specialists... I'd do the same with such rich food sources.


                        Why no cottages on the forests?

                        I'm assuming the AI wants to balance this city. It gets lots of food from the water, and it keeps the forests for production.

                          The culture defense is 60%. That means it must have went through three culture border expansions. I see the city has only gone through two expansions. What is up with that?

                          EDIT: Found the answer. it would seem the culture border can only expand two squares into the ocean. So I guess the city border extends further south to three squares. This is nice to know about.


                          I want to change the game so that cultural borders can go more than two spaces into the ocean. Currently, no matter how big your cultural borders are they don't go more than two spaces into the ocean. However, I haven't been able to find any python file that has the information about cultural border expansion in it. Does anyone know which file contains this information?

                            I've had 4 clams, 2 fish in my city radius before. I certainly did waste them; the city was gigantic, not a mere 21.

                              I don't use mods that would modify heavily the gameplay, just tweaks. Like more expensive techs in the later ages, the cultural decay mod from Bhruic, the proper score graph from ulfn, plus some modifications to a few buildings and units. Nothing extreme, just finetuning. There is absolutely no modification that would affect the AI behaviour in any way.

                              Is it possible maybe that I don't have the most recent map and maybe the tiles have been improved in the meantime ? I should check, but the savegame I have is not from the same turn as the screenshot, it is an earlier one, so I can't really check.

Wow, you certainly had a huge city Sometimes it happens to me that I have a high food output city and at sime point I realize that it is not growing. Then I check it and I realize that the city governor is using 6 specialists and the city is growing by one. I hate this. I select emphasize food, let the city to grow a few turns, and then put back the specialists. This way I have a much bigger city, more commerce and production and the same nr. of specialists, all this at the expense of a few "no specialists" turns. It seems to me that micromanaging the city governors (because of their mismanagement) is probably the most tedious part of the game. Because of the awkward interface it is also difficult to handle the cities by myself. I surely hope they will improve these parts of the game (interface + governors).
