Why can't I build a city there?

The message says "Cannot found within 2 plots of city."

My settler isn't within 2 plots of any city. He's 3 away from the closest two cities, and there is nothing else around. What's going on?

The selected settler appears to be in Tianjin. Of course you couldn't build a city in another city.

agreed, the white circle underneath the settler in Tianjin seems to suggest that it's that settler which is the active unit.

I try to right click the maid to Get Me a Beer, but accidently get the wife instead.
