okay, I am confused about something...
I have looked through the manual (a PDF version I have) and I cannot get this question answered...
the civilopedia is completely useless for this... and I cannot figure out in-game whether or not this is the case...
Do buildings like market and bank affect BASE COMMERCE or do they just affect WEALTH?
Meaning, are the benefits of such buildings really only noticeable if you have science + culture rate set below a combined 100%?
I am wondering because in a current game my science rate is 70% and my culture is 30%. I am generating lots of money from religious buildings, trade routes, and other means, so I have low maintenance costs... so I really have no use for the wealth/commerce rate to be above 0% at this point.
When I look at the effects of the buildings: market, bank... it just says +25% and an icon for gold... but it is not clear whether this is for BASE COMMERCE or the CITY COMMERCE which is generated from the Wealth rate which is left over from after whatever science and culture rate you do not use.
I am asking because some of my cities do not generate much wealth and then would not benefit much from building market and bank.
But if the market/bank does in fact contribute to BASE COMMERCE, then it would be of benefit to build them in those cities.
Do you guys understand what I am asking?
