Same here. The AI never took any effort in preventing me from racing ahead in tech tree or complete the ship.
Even that #2 and #3 had negative reaction level and "annoying" attitude.
Until modern armor i had practically no army and all my cities were guarded by chariots and warriors.
Maybe its the difficulty setting but it sure was boring.
