The directX thing because people not installing the one from the disk.
You don't have to as it is called 9.0c (what most people have) so you can skip it, however their is a file on there, that's not on your HD which is required (_26.dll).
It's a little confusing to say the least but one you have thank MS for who btw, haven't released this version yet.
