Leaders Firaxis considered but didn't include (from art files)
Since we have Roosevelt. I wouldn've liked to see Churchill for the Brits, though they already got two leaders.
There are some controversies Firaxis won't touch. They include FDR and the Navy SEALS, but stop at having Panzers without including Hitler. Similarly, they will not include Mohammhed.
I'm surprised that the Sioux were not included. Civ II had them, after all.

Some of these guys would only ever make it in a "Player made expansion" for the reasons already pointed out. But, it would be an interesting twist, eh?
I'm sure that we will see at least a few of these guys in the future. Pericles, Augustus, Darius, Menes, Meiji are all shoe-ins I would say.
What I find most interesting is that Firaxis would have included Sumeria and Sioux over Babylon and Iroquois. That really surprises me, and I can't say that I would necessarily agree with the choice.
How do you know he's been calling his Greek leader Pericles since Civ 1?
