Perhaps part of the reason more women don't play games that aren't obviously targeted to pubsecent males; games like CIV that COULD be more appealing to female audiences...
... is the attitude male gamers take whenever anything in this subject is brought up.
I'm not saying the "leader" thing is a valid point - I'm not sure I agree it is - but when you expect there to be no female gamers, consider whether or not you are ensuring a self-fulfilling prophecy.

Besides, if people want more women leaders in Civ then what's the big deal? Just add some. Everybody likes to associate with the leader they choose. It's more immersive. It's unfortunate that many civilizations have been under the reign of patriarchy, but then again many powerful women have ruled in the background or contributed tremendously in some way or another, and they could very well be included.
Why the backlash at the posting of this thread, is beyond me... and furthermore to step all over a new person just because he/she isn't aware this has been discussed before is a little lame too IMHO.

I agree there should be have been more women leaders out of the box.
Changing one leader's still photo, name, and gender pronouns for each civ should be fairly simple I would think. Getting the 3D animated face part done looks pretty difficult though...

and actually so far, I have been having to deal with the female Egypt leader, Catherine of Russia, and England's woman leader (Victoria? or is it Elizabeth still... I forget) in the two games I have playedTo us, it is the BEAST.

Hopefully there is Cleopatra still. Also Indira Ghandi, Queen Elizabeth. There should be more gender choices.

So she wasn't Queen, but she led armies, which may be seen as more important to some players here.

Come on... it's silly. Female are in the game where they were leaders. Egypt, England, Russia, Spain. Who are you really going to put for the US? No woman has been President! France has the same problem. Ditto for Germany (unless you think Merkel deserves the honor), and on and on.
Fact of the matter is that most civilizations have been dominated by men. It isn't putting down women, it's the simple truth. We don't need a PC inclusion of women into the leadership roles.
Sensible female choices have been added in the game: Victoria and Elizabeth for the English, Catherine for Russia, Hashepsut for Egypt, Isabella for Spain.“I give you a new commandment, that you love one another.
