It doesn't take pop. It only halts growth. In such a city, you would be able to produce a Settler pretty fine.

It's 100 shields, BTW. Well, theoretically - in reality, as said, it's 100 shields + food of the city producing the Settler.
    Bump!

Can you double-check that number 100 in the version you base your review on? Because my retail version says 150 food/hammers. Or has that been changed after the beta? Which would not be a good sign, given the importance of that number and the need for carefully testing it.

    • Are you playing Epic mode SR? Not sure if that number changes with Epic or not, never tried it but it sounds logical.
Is God willing to prevent evil, but not able? Then he is not omnipotent. Is he able, but not willing? Then he is malevolent. Is he both able and willing? Then whence cometh evil? Is he neither able nor willing?
Then why call him God? - Epicurus

      • It says 150 where? In the game itself, or some unit poster?

        • In the game. I just installed it in my lunch break (extended to 1h 15min ) and played ... erm ... a few turns.

Yes, epic. That might be it.

            • Ahh yes, that's it. On Epic, cost of items increases 50%, so a Settler should be 150.

              • Good that it found such a simple explanation. I can perfectly well live with this way. It increases importance of a good economy. I hope the AI can compete halfway, if not, that's what bonuses are for.

ah, so epic merely means slower growth? or is there other time-extenders?
                  is tech the same price?

                  • Everything is 50% more expensive. Techs, units, growth, great people. And there are more turns in the game. The Quick mode is the same, only opposite - less turns, everything cheaper.

                      • Maybe. No idea, didn't play Civ3 that much.

The Civ4 settings affect not only production, but also research, city growth, Great Person points required for a GP, culture points required for border expansion, etc.
