        me again asking a question for further details

        is it known how the formula is of the influence over a tile?
        let us say city A (of civ A) has huge culture and city B (civ B) has no local culture. they are 4 tiles apart. probably A won't be able to work on many tiles for the beginning. but what when it reaches the culture level for the first expansion? will it be like civ3 where distance cannot prevail even over the miminally expected culture? (in civ3 a city with 1000 culture had borders of radius 4. a city 5 tiles (over one axis) away with just 10 culture would still get its 21 tiles..)

          The big difference being proposed is that it will be possible in Civ4 for a city to be reduced to just working the city tile itself because of the influence of the cultural borders of surrounding cities from another civ.

            that's not completely new. in civ3 if you had 2 cities each 2 tiles away of the enemy with high (100) culture, you could take away all his tiles. see the pic (0 = your city, o = your influence, X = enemy city) below:
