It's culture flipping, if the other civilization reaches a certain % of influence over your city, it flips to the other civilization. ie, if Hamburg has 38% German, 8% english and 54% french influence, it will become a French city.

On topic: IIRC, cultural flips have been removed from Civ4. I guess that 54% influence from a single foreign culture will result in a lot of unhappiness - up to the point where it is more profitable to trade the affected city away for money and/or techs than to keep it and keep pumping money into it.

With that difference that cities aren't supposed to 'flip over' anymore... but tiles can.

culture flipping is not 100% out. but it's more rare. more often your city will go into revolt

And while city flipping from Civ3 has been removed from the game, a similar mechanism still exists. As Borders expand close to rival Cities, the Citizens in that City will become more and more unhappy -- they want to join the more cultured Civilization. Eventually the City will become so inefficient to maintain and such a burden for the owner that (s)he would be better off giving it away through diplomacy. If (s)he doesn't do so, (s)he even risks the city going into revolt.
