I'm italian too, as you can see looking at my profile, and I've bought Civ 3 Conquest here in Italy years ago. You can chose from start to install it as italian or english version, and use the english patch, as quick as they appear.

IIRC the voice in SMAC simply read the same quote you can easily read on the related Civilopedia or pop-up message. Quite like watching a movie in english with english subtitle on.
BTW, IMHO that's really the less expensive way to improve your ability to understand spoken english: rent a DVD and watch the movie in english with english subtitle. It can be slow to catch, but you can always rewind and listen again.
If Firaxis is smart enough, I suppose that Civ IV "international" will be sold as C3C with language optiona at the install, and will use subtitle text everytime in game character will speak in english or their mother language.
No to mention in english version you can listen to original Star Trek "Spock", and I hope the others country distributor doesn't want to cut that away from Trek fans... or else!

hey, thanks for correcting! as you can see, some errors come from confusing italian with french and spanish (eg. "si" instead of "se") but mainly stuff which i should look up before writing ("istruzioni" as the plural form)
either way, my italian is not as good as your english... e basta!

The Great Projects movies had no text quoted ; btw, generally, to listen reciting voices is more exciting (to me) than to read "passive" text
