the "Three Gorges Dam" is truly a great wonder! for i WONDER how the chinese could force-relocate over 1 million people without at least 1 turn of anarchy
but anyway... hoover's isn't that special anyway. it's nowhere near the highest, not even among the ones built at that time (a higher one in mexico was built 8 years earlier!)
and it's far from being the most voluminous, doesn't even make the top 50 list

seeing so many reviews that go into the later eras is very promising! i remember my very first civ3 game crashed when i started bombing runs. that was really annoying because it was a fun game.

Well those testers couldn't comment on anything you can't read or view as public info anyway, not ifyou want to ever be a "lucky bastard" again :-P
You know the more I read about it, the more I think the no transfer production from A to B will be a massive thing that will change how people play the game (instead of just some minor difference).
One of the first orders of business for the UN is to elect a Secretary General, and every civilization gets a vote in that process. If you manage to get elected, you can then try to get various resolutions passed. (If you fail to get elected, you'll have to wait for the next election.) The resolutions that you can propose include diplomatic victory, but you can also propose a nuclear nonproliferation treaty, which bans nuclear weapons; global civics such as free speech, emancipation, and environmentalism; and open markets.

Unfortunately, much of the later portions of the game are still in a working state, and missing textures and graphical glitches are much more numerous than in the early part of the game, so we're limited on the number of screenshots that we can show you. Considering the fact that the game is scheduled to ship late next month, Firaxis certainly has a lot of work to do between now and then. I like the fact that the diplo window lists the causes that are decreasing or increasing your diplomatic relations.

I do like that screen. I also like that you can ask other civs to change their civics choices.
And note that you get -3 for adopting a different religion than the other civ. So, religion will probably play a big role in diplomacy since if you have the same religion as another civ the diplomatic bonus is probably +3 or something which is pretty nice.

National wonders are the old "small wonders" from Civilization III and are basically smaller wonders that each civilization can build once. These include the familiar Wall Street wonder, which boosts the economy, but there are also new national wonders, such as Oxford University, which lets every civilization build its own super-university, and Scotland Yard, which lets every civilization that builds it recruit spies. That's right, the old spy unit that was last seen in Civ II makes a return in Civ IV, and she's once again capable of spying on enemy civilizations as well as detecting enemy spies.
I'm pleased that I managed to anticipate the replacement of the Hoover Dam.
It's a real shame that the national wonders don't have generic or, even better, nation-specific, names. Sixteen 'Wall Streets' is a bit of an immersion killer, IMO.
