                It's from www.somethingawful.com (website is in photo)

                it was from one of their "photoshop friday" competitions... I believe it came from the theme "video game mix ups" or something of that sort.

                  That has more to do with the inconsistencies - required to balance the game - of Civ itself than anything else. You won't fix it by making the game "continuous flow."
