                ICS will always work in civ games.
                Russia will always be stronger then Luxembourg.

                The question is if ICS will be the one and only way to win the game. Or if someone with a large empire still can screw up and be behind in the tech tree.

                But normally a person with a large empire should be in advantage to someone with a smaller empire.

                        It was, but the quote seems to suggest a compromise, don't it? It says some line of sight bonus after all.

                            Yeah, Russia is huge territory where half of it is in a horrible state, Luxembourg is a small and efficient territory with a good overall level .

                                Firaxis has been playing the game for 2 years, so I guess they know best what will keep the game ballanced, but I love this idea. I really want some way of gathering intelligence on other nations. I have always wished the demographics screen provided the demographics for all nations.
