ICS will always work in civ games.
Russia will always be stronger then Luxembourg.
The question is if ICS will be the one and only way to win the game. Or if someone with a large empire still can screw up and be behind in the tech tree.
But normally a person with a large empire should be in advantage to someone with a smaller empire.

I don't remember right now, but I think the scrapping was mentioned early this summer. I think it was because it was too unbalancing. It was said that it could come back though.

Firaxis has been playing the game for 2 years, so I guess they know best what will keep the game ballanced, but I love this idea. I really want some way of gathering intelligence on other nations. I have always wished the demographics screen provided the demographics for all nations.
