Exactly, I think that Hill restriction is uneccessary, and perhaps they have removed it since it was first touted-or perhaps its still in for Gameplay reasons. Also, historically, it has always been easier to harness windpower when your 'turbines' are in an elevated spot, so it does make a certain kind of sense when I think about it.

I am hoping for Dams along rivers, they should be a late game high cost improvment that gives you Hammers (electricy production), gold (selling the electricity) and food (irrigating with the water). Also they could prevent "Floods" (hypothtical disaster occuring along rivers that wipes out any improvments along that river).

Windmills were built on platforms for two reasons.
1 - So the vanes will stay clear of the ground
2 - the platform allows the mill to turn to face the wind, taking advantage of changing wind direction.

Hills definitely should not be a requirement for windmills. Here in the Fargo area we are in one of the windiest regions in the country (even windier than Chicago), we have several wind power generators and this area is tabletop flat.
