Putting in my 3 cents on the 3d-2d debate above (since i was brought here by the last unrelated post ), there's no reason Civ couldn't go the way of many games a few years (maybe 5?) ago:
Optional 3d card hardware acceleration if present; otherwise software acceleration.
Also give aggressively tuneable options for graphics quality, so laptop users with 256mb ram can still play on a lower level (say, no animations or something) but folks with 1.5gb ram and up and snazzy new video cards can get a sweet looking game - and so that at E3 they can have a beautiful product to showcase.
