It may be part of the time, but not a rule. I've even seen civs jump ahead super fast all of a sudden. Such as going from say muskets to the anti-aircraft guys in a very short time. I'll be way ahead and all of a sudden, poof, they're waaaaaaay ahead of me. I don't know if its inherant to CIV or something to do with the tuner. I realize the tuner is now incorporated into the atlas mod. I'll give that a try too. It looks great.

I don't think I've seen this kind of things happen in my games, actually.
      But other explanations might be:
-They have a golden age. AIs seem to pursue these fervently and often get 2 or 3 of them. For some civs, production and GNP doubles in Golden Ages.
-They sign a permanent alliance with a more advanced civ. Doesn't explain how they could surpass the tech leader all in a sudden.
-They have been saving all their money and manage to buy techs and upgrade very swiftly.

Anyway, I think it's hardly possible that GameSpeed Tuner causes this. It affects only one file and I don't believe that any setting in this file could cause such things.

Check out my Atlas Map Generator

I agree. I think its something to do with Civ4 in combination with the longer research times. Like they instituted an effect where civilzations that are lagged behind the player jump way forward to make it harder?

The values used in Marathon are (in the GamespeedTuner order): 300/200/300/300/300/300/300/300/300/10/300
Thanks, that's what I was looking for.
