With luck, bugs shouldn't be an issue right off the bat. Most of the bugs, by nature, were inherent in the Civ 2 engine, and as a result shouldn't occur in the Civ 4 mod of it, even baring in mind our possible changes to the Civ 4 rules.
One example might be the old I seem to remember of units becoming confused when at the map "border"... IE, the point where the map wraps around from whatever it's max value is back to the start. Civ 2 had issues with this, resulting in, for example, units that would occasionally create a route that would take them across the entire world rather than one that moved a few spaces but went across this border. No matter what changes we make to Civ 4, this problem should never occur (unless we deliberatly put it there.)
A Civ 4 for Civ 2 mod would certainly be interesting... but unfortunately, perhaps not possible. There could perhaps be a graphics and GUI mod for Civ 4 to make it look and feel like Civ 2 though... but that's for someone else to work on!
