I think he's talking about what I was talking about in the other thread, that you can be an evil ruler a la SMAC and brainwash your own poeple and gas the enemy and send out bioweapons and stuff.

I have a bad feeling however that this game will just be destroying other Civs, rather than exploiting them which is more accurate of human politics.

actually no...
you dont usually destroy any cities.. 90% of the time you try to take over a city and when you do you also gain all their support buildings and any villagers still alive in the town.
