First, he brought up automatic transportation across rivers, lakes, and oceans. Basically there is no need to build a ship to carry your forces across the sea.
I would assume this means that as soon as you ask your units to cross the ocean they build a ship or flotation device to cross. Whether this will cost resources or not is a debate I would guess. John did say that the reason for this is to limit the micromanagement and allow the player to think more of the big picture than all the things he has to do to get to the final invasion thus adding to the fun.

The processor and hard disk has increased, while you need less RAM than what is said on the website. Of course this is still fluid but it seems like they are starting to get closer to what is going to be needed instead of just an estimate.
