    Why are the Russians considered low tier?

    I read some article where the Rise of Legends team were talking about the lessons they'd learned from RoN, and they were really laying into the Russians as being a team that "will never win".

    Then they said the redesigned Russians in TaP is more of a mid to low tier which still will not win but will be good for casual play.

    I'm wondering why the Russians are so bad. Can anybody explain?

    And also: does anybody find the Chinese and Americans slightly overbalanced?

    The Russians are considered "low tier" because their bonuses are easily dealt with.

    Americans are considered over powered. Chinese? I don't know.
