Unit Modification with xml is getting very frustrating

I am trying to modify the Lancaster Bomber to become a World War Iish Bomber (Using the Biplane Model) and the Bomb Ketch to become an Ironclad Warship.

Everytime I try to edit the ruleset for the units. RoN keeps telling me that it cannot read that file. This is getting to the point of frustration .

Can anyone help?

What are you trying to read the file with, Notepad or an XML editor?
