Top Tier - Maya, Spanish, Chinese, Mongols, French, Koreans.

Mid-Tier - Germans, Japanese, Inca, Turks, British, Nubians.

Low-Tier Bantu, Egyptians, Greeks, Aztecs, Romans, Russians.

Note that this was deduced through 1-on-1 play only so the actual effectiveness in a multiplayer skirmish may be very different.
