What is World Govt refferred to in Rules?

I am working on a very large long game scenario

I had problems where i set to conquest/deathmatch then the wonder timer started in my game

No problems peeps!

I simply changed the wonder victory to like 9999

Now it dun go off!

BUT..I am having another problem

I won a game after 45 minutes with I believe World Govt victory

I want to win with total annhilation of all ai's!

Any suggestions to alter this?

I checked rules and yes..I had set correctly but for some reason it wont take???
