    For those of you, who finds it ilogical to have to research military to be able to get a higher population, and thinks the number of cities should make a difference instead, here's your answer:


    In /data/rules.xml find this line:

    Code:
    < VILLAGE_POP value="0 pop cap" / >
    And change it to:

    Code:
    < VILLAGE_POP value="10 pop cap" / >
    Set 10 to whatever you want your pop-limit to be raised with...
    You might want to consider the folowing:

    - Make military research not able to raise the pop-limit
    - Raise the max value of the poplation (Change 200 to maybe 250)

    Depends on your playing-style...


    This doesn't make any difference if it's a small city or a large metropolis you've got...
    This space is empty... or is it?

    Funnily enough, I've created a mod that uses that exactly. But I've also combined it with military population.
    Avoid COLONY RUSH on Galactic Civlizations II (both DL & DA) with my Slow Start Mod.
