A change in population caps.

Instead of it taking military research(which I find very illogical) I think you should get a higher population cap from building more cities, and it should get higher when a city becomes a large or major.

This would also give a boost to Chinese because all their cities are large.

I like that idea

But this makes the military research for or less useless (Only useful for upgrades), since it doesn't make units cheaper as it say it does...
