Mod..then multi player

I was curious are you able to mod the resource and start limit within the files then start a multiplayer game. I hope it's not a yes that would be cheating.

You can't play games with a modded rules file unless all the players have the same file. BHG has said that one of the patches will add the option to swap your rules with the person(s) you are playing with so you can play mods online.
