Number of cities

Just wondering if anyone knows how to change the number of cities you are allowed to build in a game, the usual 8 or 9 can be to few on a 'big huge' map if you want to build a realistic empire up or take over islands one by one. Ive fugured out how to change the population numbers, but this has me stumped . If I can find out how to I can post a population and city limit mod on the forum
