The OP's in that screen shot are pretty pointless - I can't think of any situation requiring that many that close together. Did the AI do that? I tend to pair OP's and Towers together, near cities. That way my cities don't have to worry about spies and commandoes. The OP sees the stealth unit, allowing the Tower to open fire on it.
Firaxis - please make an updated version of Colonization! That game was the best, even if it was a little un-PC.
That is a smart move on whoever did that. Prebuilding AA/SAM sites while they are cheap. That is one way to stop all those annoying bombing raids in the late game!
It's also a great way of thwarting spies, for those who don't like bribery.
