If you show expanded orders (that button on the bottom to the right of "next combat unit" button), it shows you the buildings stats on the right. I think it's the info below the range data, or maybe it's in the right column. If you mouse over it'll tell ya.
The number of units required to max out the building's Garrison Power value (shown as current/max, such as "0/2") is based on the strength of the FOOT units (non-ranged foot units only add half of their strength value to the equation) and the strength of the building. The "stronger" the building, the more units you'll need to achieve max Garrison Power, and vice versa. Also, the stronger the foot units you garrison, the less of them you'll need to achieve max Garrison Power.
