Hotkey binding issues

Well, there's a bunch really (carried over from beta). But this one is bad: tried to remap 'create heavy ship' and 'create fire raft' to F and R respectively, and they aren't working. Specifically, F, R, and Ctrl-R give a "That option not available yet" pop-up, as well as not showing the hotkeys in the help text.

Double checking this, I found that it seems to only apply to certain ancient era versions of ships. Trireme doesn't seem to want to obey my 'F' keybinding.
