I think you have to modify racemodifiers.txt in some way; don't remember how.

If you really want to cheat, why not just give yourself tons of pickpoints?

Why do you need cheat code for this game. Daggerfall tell you about cheap code because even with the cheap code it was than hard game to play. In since it was than open ended role-playing game I use godmode even with Godnode
on you can still die if not careful.
