I've noticed that after building the last (12th) DEA on my home system, the NEA slider has a "no" symbol next to it. (I assume that this is because there are no more DEAs to build, so there's no need to allocate any money here). However, it seems that several turns later (say 10 or 20) the "no" symbol goes away, and I begin to see money being allocated here again (even though there are still not any more DEAs to build).

Any idea what this money is being used for?

Probably some upgrade to existing DEA's from a recent Tech or one of the other independant improvements such as hydroponic farms.
